Vanport Wetlands

Here's a slideshow from the Vanport Wetlands natural area, just south of the Portland Expo Center. I'd ridden MAX to the end of the line to get some photos of the Oregon Slough Railroad Bridge (as one does) and I had some time to burn while waiting for the train back. So I figured I'd go take a look at the nearby lake. At first glance it looks like your standard run-of-the-mill wetland area near the Columbia, like Smith & Bybee Lakes, Whitaker Ponds, and many others. While that's basically true, there's an interesting story behind this place and how it got this way.

The first thing to know is that this isn't a regular city park, or even a Metro natural area. Instead, the Port of Portland owns and maintains it. Which is strange because their main business is running the Portland Airport and various shipping terminals, not creating duck habitat. It seems they needed to fill in about 14 acres of wetlands at the airport, so they had to create wetlands elsewhere as mitigation, and thus Vanport Wetlands was born. This is how the US Army Corps of Engineers wetland process works, more or less: They'll generally give you a permit to fill and build on wetlands, so long as you create or maintain some other wetlands elsewhere. The theory is that the new wetlands are supposed to be at least as good as the old ones. I suspect that's often not the reality; certainly the little fenced mitigation areas next to suburban minimalls don't look anything like real wetlands, for instance. I'm not a wetland biologist and I can't speak to how good of a job the Port did here, but at 90 acres the Vanport Wetlands are at least larger than the filled area they're supposed to replace.

Back in 2002, toward the end of the Port's restoration effort, they decided to embrace modern technology and they put up a website about the area, its history, and its future, rather than installing the usual interpretive signs at the lake itself. That website has unfortunately been defunct for several years now, but it turns out that the (usually) trusty Wayback Machine has a copy. So I can fill in a few details about the place's unusual history.

Prior to the wetland restoration project, this site had been home to KGW radio towers since the mid-1920s. A pair of 625' towers stood near the center of today's lake. A nearby creepy-looking multistory transmitter building apparently dated to before the 1948 Vanport Flood, which devastated the once-populated surrounding area. The rest of the tower site was a forest of guywires supporting the two antennas. Less visibly, the towers were connected to a grid of buried copper grounding wires, I suppose in case of thunderstorms or something. All of this had to be removed as part of the restoration project, so it wasn't just a matter of taking down the towers and flooding the place. The towers were toppled in December 2000. It's a shame the one online video clip of the toppling is a pre-YouTube, postage-stamp-sized Windows Media file, but that was the state of the art back then. Frankly, I have no idea how we got by in those days.

I couldn't get very far during my brief visit because the Vanport Wetlands are surrounded by a chain link fence topped with barbed wire, and the only gate is closed and locked. The old website explains that this is intentional:

Until 2001, access to the site was restricted to a gate on the eastern boundary of the property off N. Expo Road. Following mitigation construction, a second gate, along the northern boundary of the property, was installed. Due to the conservation restrictions placed on the property, there is presently no public access to the site.

A chain-link fence now surrounds the site, with the only vehicle entrance being a gate at the northern end of North Expo Road. Visitors must receive Port of Portland permission to enter the property due to the sensitivity of the wetlands restoration effort underway there. Once native wetland vegetation is firmly established, the Port anticipates some public use of the property for passive recreation and educational activities.

To my untrained eye the wetlands certainly look established at this point, but clearly this maybe-someday public access hasn't come to pass yet. I can see it not being a high priority for the Port; It's not exactly their core business, after all. They do operate a couple of other public parks, though, although none of them are nature areas: McCarthy Park on Swan Island, and the Stanley Park Blocks and much of the Marine Drive Trail near the airport.

The closure may not be that big of a deal, though, since (as far as the general public goes) the Vanport Wetlands are mostly of interest to birdwatchers. If you're serious about birding, you presumably already have gear for observing from a distance -- binoculars, monster telephoto lenses, etc., and I suppose the fence isn't that big of a deal in that case, so long as you can get an unobstructed view over it from somewhere.

The water comes right up to the property line (at least on the east side of the lake), so it's not like they could put in an extensive trail system here, and I think the lake's too shallow for canoes most of the year, but I imagine a boardwalk or observation deck would be doable at some point.

For what it's worth, there seems to be a minor geographic dispute about just what the lake is called. The Port's old website says it's called "Force Lake", but Google and the Friends of Force Lake say the real Force Lake is just northwest of here, on the other side of Force Avenue. Which I think would make this lake Not The Lake You're Looking For. I'm sorry, that was lame and I apologize.

Marine Drive Trail

Here are a few photos from along Portland's Marine Drive Trail, on the south shore of the Columbia next to, well, Marine Drive. The trail extends along the river from just west of the airport all the way out to the area of Blue Lake Park, with a couple of gaps here and there. So it surprises me how little info there is about it on the interwebs. Part of this may be due to who owns it: Most of the stretch belongs to the Port of Portland (due I guess to being next to the airport), making it part of their hyper-obscure little park system (see also McCarthy Park and Stanley Park Blocks). The eastern stretch is the "Phiippi Property", another of the assorted park-like bits Metro inherited when they took over the Multnomah County park system back in the 90's. As far as I can tell, neither agency mentions the trail anywhere on their respective websites.

(I later realized there's third stretch of trail further west from these two, extending between the Expo Center and the Oregon Slough Railroad Bridge. Most of this stretch is privately owned, though Metro owns the piece closest to the Expo Center.)

There is an upside to this, though. Walking along the trail, you might note it really is just a trail. If the city had put it together, there'd be tedious interpretive signs and fair-to-middlin' quality public art every few feet, and the project would've been vastly more expensive. So it's a nice break, if you aren't in the mood to be lectured again about our collective mystical-yet-gastronomical love of salmon or some such thing.

One downside is that it also feels oddly remote, even though Marine Drive is right next door, on top of the levee. Maybe not the ideal place to be a lone jogger at night. I can't put my finger on why; that's just the vibe I got.

East Park Blocks: Stanley Park

The next stop on our tour of Portland's East Park Blocks takes us to Stanley Park (or "Ralph Stanley Park Blocks"), running the length of NE Cascades Parkway, due east of the airport. The east end is the little traffic circle right next to IKEA, you can't miss it. These are really the odd blocks out, as far as East Park Blocks go. I almost didn't include them at all, but I figured, what the heck. The main thing is that they're quite new, only created in 2001, which could make them nearly a century younger than some of the others. They're also the only ones in a commercial area, all the others being in residential areas. It's not a remnant of an incomplete early 20th century urban plan, like at least some of the others seem to be. Instead, it's part of an early 21st century urban plan ("CascadeStation"), one that's only recently started to bear fruit.

As a recently escaped longtime suburbanite, I have to say there's nothing about Stanley Park that really grabs one's attention. The area looks like any other chunk of modern big-box suburbia, and the park itself looks like standard-issue strip mall landscaping, not much different than what you'd encounter outside a Barnes & Noble in Tualatin, say. If I didn't know already, I wouldn't have guessed it even had a name, much less that it's considered a "park".

I first heard about the place in an was Urban Adventure League post from 2007. Those guys always seem to be a step or two ahead of me, and it beats me how that keeps happening.

But at least I can tell you a bit more about the place, in case you're interested. The Port of Portland owns Stanley Park, since the whole area started out as sorta-surplus airport land. You wouldn't expect the port district to have a "park system", and I doubt it's their intent to have one, but they have at least two parks anyway: Here, and McCarthy Park out on Swan Island. I suppose if you own and develop enough land, as they do, you're inevitably going to end up landscaping bits of it here and there.

CascadeStation was created to cash in on the new MAX Red Line, so far with mixed results. Here are two stories about the park from around the time the Red Line opened, in which we learn the park's named in honor of the project's lead developer, who died shortly before the Red Line opened.

And then the new MAX Red Line to the airport opened on, umm, September 10th, 2001. If I was superstitious, which I'm not, I'd almost wonder if there was a curse or something.

McCarthy Park expedition

Today's thrilling adventure takes us to Portland's little-known McCarthy Park, a tiny spot on the Willamette up on Swan Island. Yes, industrial Swan Island, which isn't an island (anymore) and has no swans. The park's just a small grassy area tucked between two Freightliner office buildings, with a few benches, a historical marker, and a small ramp for launching small boats, probably nothing bigger than a canoe or a rowing shell. The big deal here is that it's about the only (legal) public access to the river between downtown & the St. Johns Bridge, so the park offers an unusual view of the river and downtown. So I thought I'd go take a few photos, and then see what (if anything) the Interwebs have to say about the place.

The signs indicate the park's owned by the Port of Portland and not by the city, which may explain why I'd never heard of it before last week. The Port's all about no-nonsense he-man stuff -- cargo ships, airports, and heavy industrial parks -- so operating a grassy riverside picnic spot isn't really their core business, and they don't make a lot of noise about it. Zero, in fact, as far as I can tell.

My guess is that the park was created as part of the Port's gigantic Swan Island Industrial Park. Perhaps when the Port decided this would be the white-collar corner of Swan Island, they figured they ought to spruce it up a little.

The Wikimapia page for one of the adjacent Freightliner buildings claims it used to be an upscale shopping center back in the 70's. Now, if anything Wikimapia is even less authoritative than Wikipedia (even I've added to it on occasion), but the "Ports O'Call" building is kind of unusual. It's kind of a rambling Craftsman-style complex, and it's not hard to imagine it divided up into swanky boutiques. Probably swanky macrame and gold medallion boutiques, it being the 70's and all. Apparently the idea of shopping on Swan Island sounded just as weird back then as it does now, since the mall eventually cratered (according to Wikimapia) and eventually Freightliner bought it.

The industrial park (and mall) replaced earlier WWII-era shipyards, which in turn displaced Portland's original airport. So what comes next, condo towers?

The city's "River Renaissance" site has a page about the park, describing it thusly:

McCarthy Park is a small, relatively unknown park on Swan Island with beautiful views of the city and the river. It is mostly used by local workers during lunch hours and after work. The park is the only place where people can access the river between the Steel Bridge and the St. Johns bridge.

It also appears on the city's North Portland Walking Map, which is where I first heard of it, and it also shows up on the state's Willamette River Recreation Guide, although neither provides any further info beyond the location.

A May 2002 Oregonian article, "When Business Shuts Down, Island Is Like Private Hideaway", sings the praises of the park, which we're told is quite nice outside of 9-to-5 business hours.

McCarthy Park also shows up in a blog post at OregonLive as a fun place to take kids, with all the rocks and driftwood along the riverbank. Gee, I dunno. I'm not sure touching rocks and driftwood along this stretch of the river is such a great idea. I mean, sure, maybe all those ooky chemicals will give your kid amazing superpowers. Or maybe not. Probably not, in fact.

It turns out the path through the park is just one segment of the larger "North Portland Greenway Trail". Right now this trail stretches for about a mile on Swan Island. The eventual goal is for the trail to follow the river from downtown all the way to St. Johns and beyond. Which is pretty ambitious, since right now much of the route is a patchwork of heavy industrial uses and Superfund sites.

A local advocacy group called npGreenway has a map of the envisioned route. They've also got a Flickr stream here.

I ran across couple of articles about the trail at the Tribune and BikePortland, and a fascinating, in-depth blog post, "Walking the Greenway Trail on Swan Island".

I honestly had no idea there was a park on Swan Island, much less a mile-long trail. I realize it's been in the paper a few times, and I might have even glanced at the news a bit. But it's also way up in North Portland, outside my neighborhood, so I suppose I just wasn't paying attention.

I think the idea behind the trail is to sort of mirror the westside's Willamette Greenway Trail, which was plotted out way back in 1987. It's still not really complete, so it may be a while yet before you can bike out to Kelly Point on the new NoPo edition.

Here's a BikePortland piece about a recent bike tour of the area further north, including the area around Bridge 5.1 I was too chicken to go investigate. I was kind of pleased to see that one commenter echoes my sentiments about adding pedestrian/bike access to the rail bridge. It wasn't me. Cross my heart.

Incidentally, it kind of amuses me how the alleged "park" properties up there have such sunny, bucolic names: "Willamette Cove" and "Harbor View". They sound like upscale gated communities or something. You certainly wouldn't hear the names and think "Superfund", but that's what they are.

I didn't follow the Greenway trail when I was there, partly because I didn't realize the extent of it, but mostly because I was worried about parking. If you look at the satellite photo above, you'll see parking lots all over the place, but they're for Freightliner employees only. I parked a few blocks away at McDonalds, but I figured I shouldn't stay away too long in case the tow truck mafia was staking the place out. As I left I went through the drive-thru and got a coffee and one of those new "Southern-style" chicken biscuits, I guess to get right with the Law or whatever. Turned out to be kind of tasty, actually. I've seen a couple of mentions of there being dedicated parking for the Greenway somewhere else, but I'm not sure quite where it is. You might be better off taking the bus -- both the 72 and the 85 finish their runs just a block or two from the park. I know that's what I'll do next time around.
